Convert JPG & PNG Images to PDF — Free

Photographed a signed agreement page by page? Drop the images in, put them in order, and download a single PDF that looks like a document instead of a camera roll.

How to convert images to PDF in 3 steps

  1. 1

    Add your images

Drop in JPG, PNG or WebP files — as many as you need.

  2. 2

    Order and configure

Drag to reorder, then choose page size (A4, Letter or fit-to-image) and margin.

  3. 3

    Download the PDF

One image per page, combined into a single downloadable PDF.

Worth knowing

  • Fit-to-image keeps the exact photo proportions; A4 or Letter makes the result printable and consistent.
  • Images are embedded at full resolution — nothing is downscaled behind your back.
  • Photograph pages straight on in even light: a flat, square photo turns into a document that reads as a scan.

Your file never leaves this tab

The tool runs entirely in your browser. There is no upload, no server-side copy and no retention policy to take on trust — open your devtools Network tab and watch: nothing goes out.

Images to PDF FAQs

Are my photos uploaded?

Nothing is uploaded. The tool runs entirely inside your browser tab using WebAssembly and JavaScript — your file never crosses the network, so there is no server copy to leak, retain or subpoena. You can prove it: open your browser devtools, switch to the Network tab, and run the tool. No request goes out.

What image formats are supported?

JPG and PNG are embedded directly. WebP, HEIC-converted and other formats the browser can decode are converted to PNG automatically before embedding.

Will the PDF be searchable?

No. This creates an image-based PDF — the text in the photo is not machine-readable. The document scanner in the LegalDraft AI app extracts the text as well, which is what makes AI review possible.

Can I add many images at once?

Yes, select them all in the file picker. They are added in filename order, which usually matches page order if your camera numbers them sequentially.

If the document itself is the problem

The app scans documents with edge detection and text recognition, so a photographed contract becomes text the AI can actually review — not just a picture.

The app also drafts a contract from your answers and reviews one you were sent, clause by clause. It is free to download and free every month for 3 documents and 2 reviews — this tool stays free either way.

Do the whole thing on your phone

Draft it, check it for risk, rewrite the clauses you do not like, sign it and send it — without opening a laptop.
